the interaction of 2 tropical waves , upper-level trough led development of tropical depression on central atlantic 12:00 utc on august 2. depression steadily organized after formation, intensifying tropical storm colin 06:00 utc on august 3. abnormally strong ridge storm s north steered colin west-northwest; reaching forward speed 30 mph (50 km/h), system unable maintain closed circulation , instead degenerated trough 18:00 utc day. on coming days, trough decelerated , recurved north weakness in ridge while still producing tropical storm-force winds. satellite imagery showed reformation of well-defined circulation 12:00 utc on august 5, , system once again classified tropical storm colin. after attaining peak winds of 60 mph (95 km/h), approaching trough sheared cyclone , turned northeast. colin weakened tropical depression 00:00 utc on august 8 , degenerated trough second time twelve hours later; trough dissipated on august 9.
a tropical storm warning raised bermuda colin approached later discontinued weakened. average winds of 31 mph (50 km/h) observed across island, although peak winds fell shy of tropical storm intensity @ 37 mph (60 km/h). l.f. wade international airport received 0.16 in (4.06 mm) of rainfall. although colin steered clear of carolinas, swells storm prompted @ least 205 water rescues, , rip current off ocracoke led drowning of 1 man.
