mayor of tours

born in nevers, nièvre, royer @ first teacher. in 1958 elected right-wing deputy indre-et-loire department, representing city of tours. while close gaullist unr, did not join parliamentary group. in 1959, elected office of mayor of tours, support of charles de gaulle.

in 1960s led expansion of city, annexing cities of sainte-radegonde-en-touraine , de saint-symphorien in order increase surface area available more constructions. main accomplishment construction, in area of 4 kilometres along cher river, of housing , parks. area included artificial lake. sparked controversy supporting construction of a10 along tours.

described within own party autocrat, royer led staunch policy vis-a-vis of social evolutions in 1960s , 1970s. outlawed pornographic films , brothels. in 1968 expelled tours michel-georges micberth, had founded psychological , pathological research center.

1974 candidacy

in 1973 entered pierre messmer government, leaving seat vacant stayed on mayor of tours. during tenure minister of commerce, in december 1973, wrote royer law regulated construction of supermarkets more 1000 m². in 1974, briefly served minister of ptt. on 11 april, resigned government candidate in 1974 presidential election.

he stood candidate of moral order, , polled 7%. however, candidacy became fiasco. multiplied gaffes: resigned government, unlike valéry giscard d estaing; installed headquarters in tours , not in paris, , refused take plane during campaign. meetings fiasco, in toulouse majority of listeners young students laughed @ him , yelled obscene sexual slogans. young woman went extent of undressing in front of camera.

he won 810,540 votes, or 3.17%. of votes came indre-et-loire, broke 30%.

later life

after presidential fiasco, royer returned tours , won old seat in by-election in 1976. term mayor became difficult in wake of economic crises. in 1980s city hit economic stagnation , many factories in suburbs closed down, such skf in 1989. was, however, credited extension of tgv line tours , construction of congress center. following re-election in 1993 election joined parliamentary group république et liberté (composed of left radical party, mdc, , other independents). served leader of république et liberté.

in 1995 local elections, defeated in bid re-election in three-way race ps , rpr. ps jean germain elected.

in 2002 presidential election supported candidacy of jean-pierre chevènement, before retiring politics. in 2004 , 2007 hospitalized serious health issues. in october 2013 statue of royer erected in place de la liberte, tours. cost of 44,000 euros being raised public subscription.
