the same tropical wave led formation of julia moved off western coast of africa on september 11, leading development of tropical depression 12:00 utc on september 23 565 mi (910 km) east of cabo gracias dios. steered west west-northwest subtropical ridge north, depression steadily organized, intensifying tropical storm matthew 6 hours after formation , attaining peak winds of 60 mph (95 km/h) 18:00 utc on september 23, intensity maintained while making south of cabo gracias dios hour later. system briefly emerged gulf of honduras on september 25 before making second landfall north-northeast of monkey river town, belize, winds of 40 mph (65 km/h) around 15:00 utc. system weakened once inland, falling tropical depression 18:00 utc , degenerating remnant low 12:00 utc on september 26. remnant low turned southwest , dissipated twelve hours later.


the precursor wave matthew produced heavy rainfall across portions of venezuela, destroying several homes , leading 8 fatalities. impacts extended across central america, in nicaragua 70 people killed. bridges collapsed, roads destroyed, communication lines downed, , 255 communities affected storm there. similar less severe damage observed in honduras, 4 people killed, , in el salvador, 1 person died. widespread rainfall totals of 10 in (250 mm) recorded across veracruz, peaking @ 16.73 in (424.9 mm) in acayucan. combined impacts of hurricane karl , tropical storm matthew in state cost $8 billion. flooding matthew further inland in mexico, observing 1 of wettest years on record, led landslide in santa maría tlahuitoltepec killed 7 people.
