a vigorous tropical wave moved off western coast of africa on september 11 , led formation of tropical depression 06:00 utc next day. steered in traditional west-northwest fashion, depression intensified tropical storm julia twelve hours later , continued steady strengthening become hurricane 12:00 utc september 14. reminder of limited hurricane intensity forecasting skill, system began period of rapid intensification thereafter, attaining peak winds of 140 mph (220 km/h) 12:00 utc on september 15. julia became easternmost category 4 hurricane on record in atlantic result. after peak, system recurved around ridge while simultaneously weakening under influence of hurricane igor s outflow. fell tropical storm intensity 00:00 utc on september 18 , degenerated remnant low 18:00 utc on september 20 while located 1,095 mi (1,760 km) west of azores. remnant low turned west, dissipating late on september 24.


the government of cabo verde issued tropical storm warning island chain julia approached. gusts of 24–30 mph (38–48 km/h) damaged maize crops, , waves of 9.8–14.8 ft (3.0–4.5 m) affected coastline. landslides isolated community of covão grande. rainfall insignificant, peaking @ 0.39 in (9.91 mm) in sal.
