in september 2005, woodstock resident scott wayne indiana tied first plastic toy horse horse ring located in pearl district. of attempt draw attention rings, , celebrate portland s history, indiana said: loved rings, , felt people weren t noticing them. attempt shake people out of routines , them notice surroundings. since then, horse project has gained momentum , participation; horses can found tied rings throughout city, in east portland. installations have sparked interaction residents, have left hay, lassoes, riders, saddles, water, wool blankets, , other treats horses. horses defaced or go missing.

the horse project has official website, encourages participation, , offers instructions tethering. project accepts donations , volunteer support. participants considered selling kits consumers interested in tethering horses. 1 portland resident has reportedly installed more 150 horses. horses frequent animal tied rings, pigs, dolls, , other animals have appeared throughout city.


willamette week included horse project in best of portland list 2006 under category best horse of different color. in 2007, oregonian s anna griffin mentioned project in article keep portland weird slogan, writing: horse project comes anytime subject of portland weirdness arises. project participation continues despite indiana s move out of state in 2008. in 2011, documentary film s ring thing: portland horse project premiered @ nw documentary s homegrown docfest. in 2012, oregonian highlighted engagement of couple attribute start of relationship horse ring installation in pearl district.
