westbound on former ny 319 east of hamlet of preston


the town of norwich created on january 19, 1793, comprising larger area today. on april 2, 1806, part of town split off form new town named preston. charter on april 8, 1808, established norwich , preston turnpike, turnpike connecting town of preston in west town of norwich in east. norwich , preston turnpike privately owned , maintained, turnpikes in new york @ time.


the routing of norwich , preston turnpike taken on state of new york in 20th century. on december 14, 1907, contract let improve 4.86-mile (7.82 km) long portion of former turnpike. construction cost $57,714 (equivalent $1.54 million in 2017) , completed late 1908. improved highway added state highway system on november 16, 1908, state highway 598 (sh 598). second contract improve additional 0.22 miles (0.35 km) of turnpike let on april 9, 1910. work on segment cost approximately $6,000 (equivalent $154,221 in 2017) , completed mid-1911. section of turnpike added state highway system on july 22, 1911 sh 598a. first set of posted routes in new york assigned in 1924; however, none of former norwich , preston turnpike assigned designation @ time.

in 1930 renumbering of state highways in new york, several of routes assigned during 1920s renumbered or modified. @ same time, hundreds of state-maintained highways did not yet have route number, such preston–norwich state highway, assigned one. road designated ny 319 , maintained new york state department of transportation west of norwich city limits , city of norwich within city. alignment of ny 319 remained unchanged next half-century.

ownership , maintenance of ny 319 west of norwich city limits slated transferred state of new york chenango county part of highway maintenance swap approved new york state legislature , signed law on february 13, 1962. however, swap in maintenance contingent on construction , completion of new alignment ny 23 in northwestern chenango county. new road extend chenango–cortland county border in town of pitcher scotts corners in town of pharsalia, point 2 miles (3.2 km) west of hamlet of north pharsalia. @ time, ny 23 began @ ny 26 in northwest pharsalia , followed easterly , southerly routing scotts corners, turned eastward onto modern alignment. portion of exchange describing roads transferred chenango county written in new york state highway law follows, annotations in parentheses:

the new highway in towns of pitcher , pharsalia completed in july 1984, @ time ny 23 rerouted follow highway , entirety of pre-approved highway maintenance swap went effect. thus, ownership , maintenance of ny 23 s old alignment through pharsalia , entirety of ny 319 west of norwich transferred chenango county. former alignment of ny 23 became cr 42 while county-maintained section of ny 319 redesignated cr 10a, spur of pre-existing cr 10. ny 319 designation removed west main street in city of norwich @ time.


post-designation

in 1997, bridge had carried ny 319 on gilmore brook in town of preston replaced. new 29-foot-long (8.8 m) structure handles average of 1,154 vehicles per day. farther east, 74-foot-long (23 m) bridge on canasawacta creek reconstructed in 1997. built in 1937 , carries average of 2,093 cars per day.
