u.s. senate
elections

2002

after elected 3 two-year terms governor, shaheen declined run fourth term, instead choosing run u.s. senate in 2002. defeated republican john e. sununu, 51 percent 47 percent margin (19,751 votes). in recent interview concord monitor, shaheen attributed loss in part discussion job [she] did governor. @ time, republican advertisements slammed support putting sales tax on ballot or faulted failing schools.

in june 2004, former republican consultant allen raymond pleaded guilty jamming democratic party lines set new hampshire democrats polls in 2002, action (most notably former senator bob smith, whom sununu had defeated in republican primary) believe may have contributed shaheen s narrow loss. judge sentenced raymond 5 months in jail in february 2005. charles mcgee, former state gop executive director, sentenced 7 months role.

raymond alleged james tobin, northeast field director national republican senatorial committee, masterminded plot. in december 2005, tobin convicted of 2 federal felonies arising phone-jamming , sentenced ten months in prison conviction reversed after tobin s lawyers appealed. in october 2008, prosecutors filed 2 new felony indictments charged james tobin lied fbi agent when interviewed in 2003 role in phone-jamming case. these subsequent charges summarily dismissed in 2009 after federal judge in maine s district court found them motivated vindictive prosecution.

the race first time 2 candidates lebanese-american families, although shaheen herself not lebanese-american, have squared off in senate race.

2008

in july 2007 through unh, cnn , wmur put out poll regarding new hampshire 2008 senate race. poll showed shaheen beat sununu in race (54–38). other democratic candidates did not have type of lead, led many believe shaheen right choice beat sununu in 2008.

in april 2007, shaheen met senate majority leader harry reid (d-nevada) , democratic senatorial campaign committee chairman chuck schumer (d-new york) possible senate run. senators both said have strong support dscc if ran. on september 14, 2007, shaheen announced intended run senate against sununu. on september 15, 2007, formally launched senate bid @ home in madbury, new hampshire. 6 days later, on september 21, emily s list endorsed campaign.

shaheen defeated sununu 52% 45% (44,535 votes).

2014

shaheen ran re-election second term in 2014, facing former massachusetts senator scott brown.

in march 2014, brown announced forming exploratory committee run against shaheen. according boston herald, granite state republicans calling u.s. sen. jeanne shaheen hypocrite asking potential gop challenger , former u.s. sen. scott brown keep “outside” money out of campaign while fills democratic war chest on west coast . during campaign, brown criticized shaheen being rubber stamp president obama , failing represent best interests of new hampshire voters.

in june 2014, wmur reported shaheen had never released tax returns in 18 years of public service in new hampshire. shaheen said not rule out releasing returns, see opponent first.

she endorsed again emily’s list.

on election night, party lost control of senate, shaheen won reelection 51 percent of vote brown s 48 percent. measure of how republican new hampshire once was, shaheen second democrat in state s history win 2 terms in senate.

health care

in 2009, shaheen partnered u.s. senator susan collins introduce medicare transitional care act, provides follow-up care discharged hospital patients in order reduce need re-hospitalizations. bill passed in 2010, , research @ university of pennsylvania predicts measure lower cost of health care as $5,000 per medicare beneficiary while improving health care quality , reducing re-hospitalizations.

in december 2009, shaheen voted patient protection , affordable care act (ppaca; commonly called obamacare or affordable care act).

in advance of roll-out of ppaca, shaheen said people liked current health care plans keep them. when asked individuals losing health care plans due ppaca, shaheen said people keep health care plans if willing pay more.

shaheen has sponsored numerous bills relating diabetes, including gestational diabetes, would, among other things, improve , increase access diabetes education, increase access diabetes medicine, , increase funding diabetes research.

fiscal

on october 11, 2011, shaheen voted proceed proposed bill included $446 billion in spending on infrastructure , schools , provided funding state , local governments, extension of payroll tax deduction. spending have been paid 5.6 percent surtax on incomes above $1 million. bill failed obtain cloture.

shaheen used earmark in large appropriations bill restore funding federal prison in berlin, nh, despite $276 million recommended cut.

gun control

shaheen supports making illegal individuals on terrorist watchlist buy guns , voted in favor of bill proposing expand background checks gun purchases. in 2016, participated in chris murphy gun control filibuster in wake of orlando nightclub shooting. shaheen stated moments of sympathy not enough , common sense gun laws must enacted.

energy

following bp oil spill in gulf of mexico in 2010, shaheen proposed abolishing minerals management service, u.s. government agency tasked regulating offshore drilling, arguing reform had been insufficient , new agency needed. shaheen proposed legislation giving president s bipartisan bp oil spill commission subpoena power in investigation. has argued subpoena power necessary avoid such disaster, emphasizing spill s economic costs gulf coast region , economy whole.

on april 28, 2014, shaheen introduced energy savings , industrial competitiveness act of 2014 (s. 2262; 113th congress), bill intended improve efficient energy use in united states.

iraq war

in 2002, when shaheen narrowly lost sununu, both supported regime change iraq.

shaheen said came supporting policy of removing saddam hussein power after meeting former clinton-administration national security advisor sandy berger. according concord monitor , associated press, issue minor 1 in race.

shaheen later questioned george w. bush s handling of situation in iraq. in september 2004 said

“george (w.) bush has taken in wrong direction. misled war in iraq. war has not made safer , more secure @ home... know, have not stabilized afghanistan. have not stabilized iraq. there no plan win peace.”

on july 28, 2004, while serving chair of kerry-edwards campaign, gov. shaheen answered questions prior support of iraq war during interview on c-span.

lgbt rights

shaheen opposed same-sex marriage governor of new hampshire. in 2009, however, came out in favor of legislative enactment of marriage same-sex couples, , became sponsor of respect marriage act. voted in favor of repeal of don t ask, don t tell, , supports government recognition of same-sex spouses of military , other government personnel.
